Why do I receive an error “This license cannot be linked to the user's MathWorks Account.” When adding a user to a license in license center?

When I attempt to add a user to a license in license center, I receive the following error: 

“This license cannot be linked to the user's MathWorks Account.”

This error occurs when License Administrator tries to add a user to a license whose MathWorks Account is in Inactive or Closed status.

Please contact MathWorks Customer Support to resolve this issue.
