Belt-cable spool brake

I'm using a belt-cable spool to model a mooring cable of a ship. In this scenario it can happen that the ship take more rope (because it steps away and the spool is not locked), that the rope pull the ship near the spool and that the spool is locked and if the ship try to step away it can't.
I know that appling a positive torque to a Revolute Joint linked to the spool I can pull the ship or with a zero torque the ship can take more rope, I can't figure out how to lock the spool.

You can lock the spool by using a motion input on the Revolute Joint connected to the spool and setting the angle of the joint to a fixed angle.
