Please show me the syntax to do Scintillation index (S4 proxy) using continuous IGS data in mat lab

Scintillation index is calculated using so many ways. S4 proxy is one way which calculates using Signal Noise Ratio by passing some steps.
S4p= √(( <〖S1〗^2>-<S1> ^2)/(<S1> ^2 )) where s1 = observable in the absolute range
