How do I resolve "The MATLAB License Server service on Local Computer started and then stopped..." in the Network License Manager?

When I try to start the Network License Manager from Windows Services or Task Manager, I get the following error:

"The MATLAB License Server service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs."

In general, the Network License Manager should be started from LMTools in Windows.

This error could be occurring if a license from a different, non-MathWorks-related product is attempting to be used instead of a product from a MathWorks license.
