Tonal and noise components

Does anyone know how to get tonal and noise components of the signal based on euklidean distance ?
Do you get it from spectral coeficient or SPL spectrum ?
Is it better to use mono or stereo signal or it doesnt metter ?

I'm not sure of the official definitions of those. Can you just say that any frequency above a certain frequency is noise and anything lower than that is "tonal"? If not, what is your definition?
