You need either the Instrument Control Toolbox, or the Matlab File Exchange submission named tcpudpip .

I am not very familiar with use of Active X controls (or whatever the newer technology is called), but I believe that the answer to your question is Yes, provided the control is registered with Windows;
The relevant documentation for using ActiveX within Matlab is at

As I referenced before, you can use the Matlab File Exchange contribution tcpudpip which is at http://www.mathworks.com/matlabcentral/fileexchange/345-tcpudpip-toolbox-2-0-6

How would you do it if you had the Instrument Control Toolbox? Well, the methods using tcpudpip are almost exactly the same: the user contribution is designed to look very similar to the Instrument Control Toolbox.
Streaming Video is more the work of the Video Acquisition Toolbox.
