Subject: Issue with MATLAB Startup and libmwlmgrimpl.dll Error

I am encountering an issue with MATLAB startup. After installing the new version and removing the previous one, I'm getting the following error when trying to launch MATLAB:

"Fatal Error On Startup --------------------------- std::exception: Loading C:\Program Files\MATLAB\R2023b\bin\win64\matlab_startup_plugins\lmgrimpl\libmwlmgrimpl.dllfailed with error: Не найдена указанная процедура. : state not recoverable: state not recoverable"

I've tried cleanup of temporary files, but the issue persists. How can I resolve this problem?
