how to run MLP

my teacher give me tasks and i'm newbi in this field...i want to estimaition this function by (k_means and rbf) method

first step: i need to learn how to write function like it on matlab

seconed step : give me the help i can understand how to run mlp or rbf

after that i need to estimaed MLP and RBF on it
