This error indicates that the Network License Manager binary, lmgrd, was able to start successfully, but its vendor daemon, MLM, was not. The reason that MLM could not start could be for a wide variety of reasons, including, but not limited to...
  • The license file was generated for a different server
  • The desired ports are occupied
  • The path to MLM in your license file is invalid
  • If the Enterprise License Manager is not being used with an enterprise license and vice versa
  • Security software, load balancers, and/or a firewall is blocking MLM from running or communicating over necessary ports
It is highly recommended that you look at the Network License Manager's log file to narrow down the possible reasons. If you're unsure where the log file is, see the MATLAB Answer below for the default location of the License Manager logs:
Where are the logs files located for installation, activation, Network License Manager, and the Service Host?

Connection issues / Security Software

It is possible a firewall is blocking the client and Network License Manager from making a necessary socket connection to each other. If you are using software such as Zscaler, please allow the client and Network License Manager to communicate with each other, and ensure that a connection socket can be made on the computer hosting the Network License Manager and the client can connect to the socket.
If there is a connection issue, setting a port for the MLM process can help to resolve this error. Please see the following article for more information on License Manager ports and how to set them:
What ports does the Network License Manager use, and how can I set those ports?

Enterprise License Manager

If you are using an Enterprise License, but not the Enterprise License Manager, you should see an error specific to this in your log file. For troubleshooting, please see the following article:
Why do I see "Error -1303: Enterprise License required" in the log file when starting the License Manager?
