I have a new PC and have installed Matlab on this, and run the activation. There are no error messages neither during installation, nor the activation. I have together with our IT support institution checked all tips in this page
but this did not help. We have also tried to uninstall and re-install Matlab, and have also tried to active computed from the license center and do not know what else to proceed.

Please refer the following troubleshooting steps:
- Run as Administrator to do the activation, so that it has permission to write into the correct directory.
- If running as administrator doesn't help, then try to perform a clean installation of MATLAB. Although, you have tried uninstalling and re-installing MATLAB but still it is possible that some temporary and cached folders from previous installations are left which might be used again by fresh installation.
- However, if the issue is still not resolved another step is to uninstall and re-install MathWorks Service Host, because it can also be a cause for startup issues.

If you purchased the products in different version such as 2012a of Matlab(matlab 7.1) and 2012b of Simulink(matlab 8.0),
then , you need to get the license file for 2012a and not for 2012b.
If you download(or get) the license file for 2012b , you will get the license only for simmulink, so it will be not activated Matlab fully.

It is not permitted to buy a Simulink license without a corresponding MATLAB license.
It is also not permitted to buy a product license for a later release without having the base MATLAB license be eligible for that release. So you cannot purchase Simulink for R2012b without your MATLAB also being eligble for R2012b.

I had the same problem. My regular Windows account does not have admin rights. Tried to run the activation program as administrator, but no response. Could see that the program was running in the Task Manager, but nothing happened.
The solotion for me was to log in to Windows with an admin account and then launch the activation program. I could then active Matlab for my regular Windows account.
On my computer the activation program was found at
C:\Program Files\MATLAB\R2025a\bin\win64\MathWorksProductAuthorizer.exe"
