The Predictive Maintenance Toolbox was introduced in R2018a, so it is not compatible with R2017a.

It cannot be downloaded for free; you need a Predictive Maintenance Toolbox license for a version of MATLAB at least as new as the version you are trying to install Predictive Maintenance Toolbox into.

Note: Predictive Maintenance Toolbox is not available for Student or Home licenses -- only for Standard, or Academic, or Startup.

You cannot download Predictive maintenance toolbox for free, however you can go for a free trial which might get expired after a certain duration.

For more information you can contact MathWorks Support team.

The Predictive maintenance toolbox is not compatible with MATLAB R2017a, you may have to upgrade to a later release.

Note: automatic free trials are always for the current MATLAB release, and cannot be used to try previous releases. You can request trials for older releases from Mathworks Sales, but they are reluctant to go back more than a year or so.
