Extracting data from a cell array

Hi, I have a 10 x 1 cell array.Each 1 x 1 cell has 192 bits(binary).So 10 different 192 bit vectors. Now i need to extract bits from each cell array,like first 15 bits,16:25 .... from each cell array,how can i do this ?

Attached is the csv file from which i imported this cell array
