Circular overlapping blocks extraction?

I know how to extract square overlapping blocks within an image but I am confused how to extract a circular overlapping blocks within an image as given in the attached research papers. Please anyone can look into these attached papers and send me Matlab code for extraction of circular overlapping blocks.
