Help finding h=1 for Chi Square Goodness-of-Fit Test

I have two groups of 60 individuals. One split unevenly into size [5 20 30 5] and the other evenly into [15 15 15 15]. I found that both h=0 when I run chi2gof on them. However, how do I adjust the size split so that the test returns as NOT significant (h=1)?
