Installation Problem - When I run Matlab I get an error from KERNEL32.dll

I am able to install Matlab 32 bit on Win XP, but when I want to run it, I get the error message "The procedure enrty point CancelIoEx could not be located in the dynamic link library KERNEL32.dll."

Looks like this article.

I checked the license you are linked to. This license allows you to install also releases that are supported for a WinXP 32Bit use.

Is there a technical reason you chose this hardware, or is this just a "this is what I have" type of decision?
