How to make PID tuner reference tracking match output response?

From the simulink block diagram, I wanna vary the P I and D values but when i use the tuner, the PID tuner, it does not match the CLm_Star output. Hope someone can help.

Can you attach the model? When I build a model based on your image, with transport delay value of 1, PID Tuner can tune the gains just fine.
