How to select points on a video without using a reference frame?

I have a 30s video file with an array of blinking leds where some leds are blinking faster than other and some are not blinking at all. I want to manually select those LEDs that are blinking and saving their coordinates. I would like to run the video file on loop while I overlay the points of those blinking LEDs on the video file.
