Simmechanics: Why the parallel constraint is not working?

Hi Guys,

I'm now trying to use parallel constraint to let second part (Part2) in my design to follow the first part (Part1). However, the Parallel constraint doesn't work, as it should be. The file, is as below. I need an explanation and ways to make the parallel constraint works. Thanks for your help :)
