matlab R2016b live editor does not launch

My IT installed Matlab R2016b on my Windows 7 plus SP1 PC, when I click Home->New->Live Script menu, a black window opens with the cursor spinning forever, refer to the screenshot in the attachment. Was this a known installation issue? Is there a work-around to launch the Live Editor? I need to use the tool ASAP.
