It depends on what you mean by count, and what your images are. Do you want to track people walking through a room? Do you want to estimate the crowd size, like at a stadium or big outdoor event, via overhead photos? There could be a million different possibilities, but you haven't given even one. Or even posted a photo. Surely you must know something about your photos or videos. Didn't whoever hired you to do this supply you with imagery? If you shared something you'd probably get a better answer.

I'd probably use a template along with a reference image. Subtract the images and look inside the template locations (seats) to see if the difference is big enough to indicate that a student is sitting there.

I have something similar - a demo to check an OMR test for what circles the student filled in. See attached.

You indicate you need to count students in a class, but remember that
  • chairs might be re-arranged
  • additional chairs might be brought in for large groups
  • some students might stand
  • some students might be in wheel-chairs
  • some students might put their bags down in chairs
  • some students might bring in robots or pets or service animals
  • some students might be in costume
  • some of the people inside the class might not be students
