There are several possible solutions to startup issues where MATLAB fails to launch in Windows. Could you please test the following:
1. Create fresh preference data. Navigate to C:\Users\%username%\AppData\Roaming\MathWorks\MATLAB\, and rename the R2016b folder to R2016b_old, and then create a new, empty R2016b folder. When complete, try starting MATLAB again.
2. There are many pieces of software that can interfere with the MATLAB startup. Please see the following article, in particular, items 2, 3, 4, and 10.
3. If the solutions above do not resolve the issue, please run the following tests to see if MATLAB is able to start with alternative launch options:
- Create or locate a MATLAB shortcut
- Add the flag "-nodesktop" to the end of the Target field in the shortcut's Properties window
- If MATLAB is able to start, try running the command "desktop" to see if the desktop GUI is able to start.
- If MATLAB cannot start in -nodesktop mode, please try changing the flag to "-nojvm" to see if MATLAB is able to start with Java disabled.

As i failed to run this, I later installed previous version of 2015 and it is working. Thanks for your reply.
