I'm not sure what you mean but you can generate a 3000 Hz signal like below
f = 3000;
N = 1000; % number of samples in signal
fs = 1e4; % sampling rate
x = sin(2*pi*f*(0:N-1)/fs);
However I wouldn't consider 3000 Hz as RF, it is still in the audible range.
