Radar scaning area over earth

Hi,

Assume I have a bistatic radar with known radiation pattern, max power, frequency, noise factor etc. Is there any way to determine the possibly iluminated area from this radar ,for defined azimuth and elevation ranges, for a predefined area over the earth? With iluminated area, I mean the distance(to radar) and height(to sea level) of the points with known SNR value. I think that it could be done with hard coding, but it seems a bit messy. Any clue about phased array system toolbox usage on this issue is appreciated.
