How can I install sdk or other compiler?

I want to use matconvnet tools, so I followed install instruction in web site. However, In windows 10, matlab 2016b sdk 7.1 is not working. How can I solve this problem? Which compiler is working matconvnet, matlab 2016b, windows 10?

Please mention, why you assume that "In windows 10, matlab 2016b sdk 7.1 is not working". There have been many problems with the installation of the compilers, but this works actually. But perhaps you have a different situation and therefore mentioning the details would be helpful.
