Matlab code for BBO algorithm on minimizing non produtive time in drilling operation

Currently i am doing a paper on optimization of non prodctive time(tool switch + tool travel) by BAT Algorithm. I also have attached the paper which i want to improve . i dont know how to construct the obejctive function of this paper in matlab. any kind of help would be appreciated.
