2017a startup.m is not run being executed

why isn't startup.m being executed when I start matlab?

It is still is the same directory ~/matlab

You have to put it in:

C:\Program Files\MATLAB\R2017a\toolbox\local\

making appropriate changes in the directory addressing for operating systems other than Windows.

When you run:

q = which('startup.m', '-all')

one if the outputs should be (in Windows):

C:\Program Files\MATLAB\R2017a\toolbox\local\startup.m

(I keep a separate copy in one my user files directory so I can edit it easily if necessary, and copy it to the appropriate location with each new release.)
