Is it possible to use programs developed by different versions of MATLAB on the same PC?
The problem (if there is one) relates to the MATLAB runtime library: Is it possible to have two versions of the MATLAB runtime installed on the same PC, and do compiled MATLAB programs then automatically select the relevant version of the runtime library

Yes to both questions. You can install multiple versions of the MCR on a single machine. Deployed applications will automatically use the right version of the MCR.
