Appdesigner 2016a App building properties?

I am unable to open the appdesigner command to edit the app properties in MATLAB 2016a. Was this feature not released for the 2016a version?

According to the Release Notes it was available in release R2016a. When you say that you are unable to open the appdesigner, what happens when you try to do so using the version of the "Create Simple App Using App Designer" page included in your release? [Make sure you're using your locally installed documentation, so that you're not trying to use functionality that was introduced in a later release.] Does it throw an error (and if so, what's the error message?) Does it issue a warning (and if so, what's the message?) Etc.

I have the app built which was using 2016b on my personal laptop. However I was trying to open it on a older release in a different laptop. When I used appdesigner and tried to open the app I had built. It showed error loading the app.
