How can I realize the optimization of a complex function

In a complex multivariable function, there’s no certain formation but numeric calculations, for example , there are matrix calculations. How can I use matlab to optimize it. Can the optimize tool be used to solve it? Thanks

Given any two possible inputs, how can you determine whether one of the inputs is more optimal than the other?
