Bang_Bang Controller!

Hi everyone! Can anyone in here help me to build a Simulink model or Matlab script to run the Bang_Bang controller with the MR-damper under earthquake excitations. The controller can be formulated as voltage=constant value*Heaviside(-tanspose(floor's velocity+ground velocity)*control forces vector). The controller is taken from the paper (Semiactive Control Strategies for MR Dampers: Comparative Study) which can be found in the page (798) under "Decentralized Bang Bang Controller" in equation (15).
