i want matlab code for completing the thin border of the number plate to apply imfill function to fill the number plate area. the image is attached.

That might not be necessary to do OCR on the inside. Did you see this: http://www.mathworks.com/help/vision/ref/ocr.html#bt548t1-2_1

Label the binary image with bwlabel(). Get endpoints with bwmorph(). For every endpoint, if there is another endpoint within a certain distance that does not have the same label, use imline() to connect it to the closest other endpoint. Use bwconvhull() to fill in and get the convex hull of all blobs.
