How to generate state transition rate matrix?

I have been given with different state transition rules. It's given to me with what rate the state transition is taking place. So, I want to generate the state transition rate matrix using the rules given. I attached a pic to show the kinds of rules available to me. How can this be done through coding in MATLAB?
