PAPR of sinewave using simulink

when i want to calculate the PAPR of sine wave using simulink model by select sine wave block followed by spectrum analyzer. i notice that at PAPR = 0 , Probabilty Y-axiz shown from 10% or gretter , and this is worng issue cause the max. value should have the maximum probability value 1
