Can HMM toolbox be applied in a case where we do not know the number of Hidden States?

I am aware that the HMM tool box can be used effectively when the number of hidden states are known. Can it be used when we do not know the number of hidden states? (i.e. When just the observation sequences are given and no state model is provided).
