how can i use two threshold values in quadtree decomposition?

i need to use the two threshold value in decomposition of image using quadtree.one is upper threshold and another is lower threshold which is half of the upper threshold value.image will be splitted only when the diffrence between maximum and minimum pixel values are greater than both of the threshold values.is there any idea?
