License borrow greyed out

Hello -

version 2016b I have activated borrowing on the license.dat file through Matlab and have turned on borrowing on the local laptop with the following command:

matlab.internal.licensing.enableBorrowUI(true)

this seemed to have worked because now I have the option to borrow the license however, when I go to help\license\borrow my options to borrow are all greyed out.

how can I get the options so I can choose from them?
