Alternately, http://www.csee.wvu.edu/IIAS/docs/dissertation/singh-dissertation.pdf implemented in MATLAB, and as it was a dissertation, you should be able to get a copy of the software. (It might take several weeks to get through the bureaucracy to get a copy of the software. And they could tell you that you are welcome to come to West Virginia University to use the software in person but that they do not send it out.)

i have read it but they dont say anything about developing based on golden face granules . I just need the way in which they made the granules. i am using a different algorithm for face recognition . Even the reference they make is of no help

I did not look much at the second one, but the first link describes the mathematics behind creating face granules. What they do with the granules once they generate them does not matter: what does matter is that they show the computations needed to create face granules.
If you are looking for information on how to generate granules for golden faces specifically, then I am not sure that you will be able to find that information. It does not seem to be available in anything indexed in Google Scholar.

Is golden face granulation patented???

I have no idea. Patents are one of the places that Google Scholar can look. I did include patents when I was searching, but I found no information. That does not mean that they are not patented, though, as they could be patented in another country or using different wording.
