arduinoio.SPPKGRoot command gives the location of where arduino support package was installed. Find the base folder where the support packages are installed by using the first few of this output (Mine was C:\ProgramData\MATLAB\SupportPackages\R2018b\).
Uninstall both MATLAB and Simulink Support package for Arduino and then go to this location in Windows and delete any files left behind.
Then close MATLAB and reopen MATLAB as administrator by right clicking on MATLAB icon and selecting 'Run as administrator'. Install both support packages now, this resolved the issue for a few users.

I have tried that a couple of times and I am getting the same results. Are there any other suggestions?

I suggest contacting Technical Support asap as this is something that they would be best equipped to assist.
