Are you using release R2018b or later? The File Exchange submission states that it was created with R2018b and is compatible with R2018b.
If you are using that release have you downloaded and installed this submission, either manually or using the Add-On Explorer?
After you installed the add-on, open the Simulink® Start Page and you should see a section titled Learn in the frame on the left. That section has one item: Simulink Onramp.

The learn button does not appear no matter how many times i reisntall the SimulinkOnramp.mtlbx (by uninstalling and installing again) or no matter how many times i restart my computer.
It is suppesed to show up on the left frame of the start page of simulink but it is not appearing.
Hey I am facing the same issue,,any suggestions always welcome thanks in advance
