How to get arrow keys on keyboard to move cursor in data cursor mode?

I am using scatter to plot data. How do I get the arrow keys to move along the data when using data cursor mode and data tips as it does when using plot? Does data cursor mode and arrow keys not work with scatter?

Keyboard control of datatips is not supported in scatter(). See this answer for a workaround using scatter.
