How to find neighbor pixel indices and calculate the count of pixels?

Hey!!! I want to find the neighbor pixel indices and then calculate the count of neighbor pixels (say: white, grey and black pixels). After finding that count i want the pixel with highest count is assigned to target pixel. I want to repeat this step for every pixel of the image. This may reduce the irregularties in white, grey and black regions.
Below mentioned image is the result of my eperiment.
