Paired Dot Array in Matlab

I'm trying to create visual stimuli for non-symbolic number comparison in MATLAB. I need to figure out how to create dots arrays in panels where the dots are randomly placed, have a controlled total surface area, and each dot is differently sized randomly within a range.
Ideas?
