Raviteja - what is resample? Is it the MATLAB function or are you expecting it to be something else? If it is the function, does your extract function expect a function handle as its first input parameter?

We do not have your function named extract so it is difficult for us to predict how it is intended to be called.
You could try
d = extract(@resample, rot, size(b,1)/2);
e = extract(a, size(b,1)/2);
but I would not be surprised if it fails.
