In order to avoid problems when resizing to larger, you need to decompose the image into shapes instead of pixels. Then you draw the shapes larger for the new image .

representing general images as shapes is typically a lot of work and often makes little logical sense. It might require using machine vision and Deep Learning to identify every single object and texture in the image and build a really detailed scene description so that you can then draw a larger version of the scene.
... All of which is leading to the point that resizing images larger by nearly any feasible method will have image quality problems . Taking an image and drawing it larger without artifacts requires adding additional information .
