How to Quantify Image Blur

Hello Community,

I have a project that takes images from a moving camera and processes them. As speed increases, the image has too much motion blur and my algoruthem doesn't work. Is there a standard way to quantify image blur using standard targets or otherwise? This would help me specify the camera hardware.

Also - I'm really just interested in quantifing and not post-processing to deblur since I don't have the compute time in this system. I did see that MATLAB has some debluring tools.
