Do you have a proxy enabled? Do you have a VPN enabled?
A couple of months ago there were hints that login.mathworks.com might be blocked by China.

I am a college student and I am using school internet while I install matlab. My university has bought matlab and I have to link to school internet while I am installing it.

The error you are encountering typically happens because MATLAB's installer or activation client can’t connect to MathWorks servers. It may be due to:
  • Firewall restrictions
  • Proxy settings misconfiguration
  • Network-level blocks
  • Missing or improperly set environment variables
Even if your system firewall is off, your organization’s network proxy or VPN settings might be causing this.
I hope this helps!
