I assume this is the Chinese version of the Windows error "... is not recognized as an internal or external command, operable program or batch file."
The referenced command '泪??二海3' seems to be corrupted sequence of characters. I believe that this is an encoding issue, but it's best to reach out to MathWorks Technical Support.
