How can I define values of Tp1 and Tp2 in the three phase dynamic load block?

Tp1 and Tp2 are time constants controlling the dynamics of the active power P. Tp1 is the lead time constant and Tp2 is the lag time constant. How to choose the numerical values for Tp1 and Tp2 depends on what response is expected.
