PSNR don't change bitrate video

I have compressed the video with Matlab using the H.264 / AVC Standard.

PSNR and video quality based on DCT Method are comparable and also should be with video bitrate and Size.

However, video size and bitrate are even smaller along with the improvement in video quality, PSNR.

Can anyone help me?
