How to plot an ellipse?

Hello

I have semi-major and minor axis for the ellipse a=9.5815 & b=72.9185 and we are having orientatial angle theta =1.5708.How to plot an ellipse?

As i am looking for formula to understand as i already have an ellipse but it is not standard like little bit tilt. Hope you can mention formula above so that i can try and semi-major axis he has mention both times ,

semi-minor axis

orientaiton
